Outcomes of activity of security forces in January – March reviewed at the session of the State Security Council

President of Turkmenistan, Supreme Commander of the Armed Forces of the country, Army General Gurbanguly Berdimuhamedov held session of the State Security Council where outcomes of work of military and law enforcement agencies for three months of the year and priority objectives in near term have been discussed.

First, Defence Minister B. Gundogdiyev reported on outcomes of work for three months of 2020 and on practical measures for fulfilment of orders of the President of Turkmenistan on objectives of the Military doctrine, which has exclusively defensive character.

The Minister has also reported on high-level organization of dismissal of military personnel who serve their duty under recruitment from the Armed Forces and other military agencies as well as conscription of citizens for military service.

Summing up the report, the Supreme Commander of the Armed Forces of the country, Gurbanguly Berdimuhamedov has focused on importance of further improvement of activity of all forces of National Army, adoption of the best world practice in military sphere, training of high-class professionals, responsible and conscientious specialists.

Minister of Interior M. Chakiyev reported on activity of the structures under his supervision and integrated measures taken from the beginning of the year for provision of public order and prevention of crime including prevention of road transport incidents in the country.

Reporting for practical measures taken for improvement of work of Fire Safety Service, the Minister presented proposals for provision of fire safety to the President for review.

Speaking of perspective directions of activity of the Ministry of Interior, President Gurbanguly Berdimuhamedov highlighted that the Interior authorities have to hold issues of public order under permanent control. The Head of the State called the rearmament of divisions of the Ministry with latest equipment among the main aspects of activity for coming period.

Having approved the presented proposals, Turkmen leader noted that it is important to organize fire safety briefing and study of fire safety regulations by all facilities and organizations as well as by the population on regular basis.

Having highlighted the importance of improvement of the system of training of personnel in profile high educational institutes of the country, the President ordered to review educational methods in accordance with time requirements and gave certain instructions.

Head of the State Border Guard Service Sh. Durdiyev reported to President Gurbanguly Berdimuhamedov on practical measures taken in the last three months for provision of protection of sacred borders of the Motherland and improvement of service and life conditions of military personnel.

At present time, special attention is paid to modernization of equipment and facility base, formation and improvement of command structure of divisions of the Service, Turkmen leader highlighted. At the same time, rearmament of Border guard forces with advanced technical equipment, training of military specialists and officers are carried out.

Chairman of the Supreme Court G. Halliyev reported on the promotion of legal reform as well as on outcomes of activity of relative structures in January – March this year.

The Head of the State highlighted importance of improvement of quality of justice, development of judicial protection and legal interests of the citizens, organizations and establishments. Special attention has to be paid to strict control of decisions made compliance with law, the President highlighted, having addressed number of specific orders.

Prosecutor General B. Atdayev reported on the results of work carried out in the first quarter of the year. Results of inspections carried out in certain structures in the period under review were separate subject of the report.

Having listened to the report, the Supreme Commander of the Armed Forces of the country noted the necessity of enforcement of prosecution control of fulfilment of legal acts by the government administrative authorities, local administrative and self-governing authorities, establishments, public associations, government officials and citizens.

It is necessary to take specific measures for prevention and elimination of law violations, protection of human rights and interests of the country, the Head of Turkmenistan said. In this context, it was ordered to hold the issues related to successful solution of set objectives under control.

During the session, the President of the country signed the Resolution of appointment and release of the prosecutors.

Minister of National Security G. Annayev reported on fulfilment of assignments and measures for provision of national security in January – March 2020.

Having listened to the report, the Supreme Commander of the Armed Forces of the country has focused on the necessity of coordinate cooperation with other military and law enforcement agencies in protection of constitutional order and territorial integrity of the State, peace in society and combating against modern challenges and threats.

Further, Minister of Justice B. Muhamedov reported on measures for improvement of national legislative base taken for three months of the year. The report on work for improvement of legal culture of the population has also been presented.

Summing up the report, the President of Turkmenistan highlighted that personnel of the Ministry has to study the world practice of jurisprudence and develop proposals for implementation of universal standards of international law into legislation of the country taking into account the priorities of the government policy, having given relative assignments on this account.

Chairman of the State Customs Service M. Hudaykuliyev reported on outcomes of work in January – March this year.

Having listened to the report, the Head of Turkmenistan highlighted the necessity of improvement of activity of the Service, active implementation of modern methods and advanced technologies for customs control.

Having outlined study and implementation of positive practice, universal standards in this sphere among the main objectives, President Gurbanguly Berdimuhamedov addressed specific assignments.

Chairman of the State Migration Service M. Gurdov reported on the measures taken for the period under review for modernization of equipment and facility base and improvement of personnel composition.

Having focused on perspective directions of work, the President noted the importance of modern information and technical means for successful solution of current objectives. In this context, the Head of the Service was addressed with specific assignments.

Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov reported on the results of work performed by security forces for the period under review.

Having listened to the report, the President highlighted that our country is committed to neutral status, according to which the peace-making and goodwill policy is pursued. Provision of national security and improvement of defensive capability of the army, which is guarantee of prosperous life of people, are among the main priorities of the government course.

Successful fulfilment of all plans by military and law enforcement agencies depends on professionalism and level of legal education of officers, their skills of operating modern equipment and technologies, the President continued, having addressed certain assignments.

Number of other important subjects, on which relative decisions were taken, has been reviewed at the session. Finishing the meeting, President of Turkmenistan, Supreme Commander of the Armed Forces of the country Gurbanguly Berdimuhamedov wished success in service to all participants.
