The President of turkmenistan congratulates the compatriots on the 10th anniversary of the activity of UNRCCA and the adoption of the Resolution of the UN General Assembly

I congratulate you in the event of international significance – the 10th anniversary of the opening of the UN Regional Centre for Preventive Diplomacy for Central Asian in the capital of Turkmenistan as well as on the adoption of the Resolution of the UN General Assembly “Role of the UN Regional Centre for Preventive Diplomacy for Central Asia” on occasion of this date on November 17 of this year, - the message of the Head of the State says.

As is known, Turkmenistan is the only state in the world, which neutral legal status was twice recognized by the United Nations Organization what is the rat honour for our country and puts huge responsibility of the country in front of the United Nations. Our country deservingly carries out the responsibilities of neutral state gaining the trust and respect throughout the world.

The UN Regional Centre for Preventive Diplomacy for Central Asia ceremonially opened in Ashgabat in December 2007 supported peaceful and coordinated solution of all issues in the region for all these years as well as the consolidation of the cooperation between the countries. Opening of this structure with the support of all the states of the region again confirmed the unity of the course of the world community in creation of the conditions for cooperation of Central Asian states with the United Nations and other competent international organizations.

At present time, this regional peace-making centre of the UN is very important for negotiations for the interests of sustainable development of Central Asian countries. The conferences and meetings held by the Centre with the participation of the representatives of all Central Asian countries allowed attracting attention to the common issues. There are the use of preventive diplomacy as the main mechanism for the achievement of specific results for provision of security and sustainable development in the world, management of transboundary water and energy resources, combating transboundary crime and illegal drug trafficking and stabilization of the situation in neighbouring Afghanistan among them.

Unanimous adoption of the Resolution “The Role of the UN Regional Centre for Preventive Diplomacy for Central Asia” at the 55th plenary session of the 72nd session of the UN General Assembly as a fundamental document as well as the fact that 57 states representing all the continents were the authors of the Resolution, is another evidence of the recognition of peace-loving policy of our neutral state by the world community.

Taking the opportunity, I would like to express the gratitude on behalf of Turkmen people to all states, the UN members, which supported Turkmenistan in development and adoption of this important document.

It has been 25 years since our country is the member of the United Nations Organization and for all these years, close and versatile cooperation with the UN on strategic basis is one of the priority directions of foreign policy of independent Turkmenistan. Being the largest and most competent international organization, the UN makes the foundation of the system of modern international relations and guarantor of the solution of the most important issues by political and diplomatic methods and by the negotiations. The Community of the Nations serves as the mechanism of the consolidation of the efforts of all states members in provision of peace, security and sustainable development, joint achievement of long-term goals.

It has priceless significance in making of the conditions for support of political balance in the world and in the achievement of interrelated interests and direction of them to single course.

Our main goals are in strict and rigorous compliance of international obligations and principles of international law, use of geopolitical and geo-economic capabilities of our country in provision of peaceful life and sustainable development. Following this, together with the United Nations, we pay special importance to consolidation and expansion of the cooperation with other competent international structures and state in politics, economy and culture.

The initiatives of our independent state aimed at the development of international trade and economic relations as well as proposals related to the provision of ecological security due to the climate change, environment protection, energy safety, establishment of international transport corridors received wide support in the world.

We express the gratitude to the United Nations Organization for the support and assistance in realization of joint programmes and projects in economic, social and other spheres as well as in formation of democratic institutes in our country.
The words neutrality and peace are inseparable.

The neutrality being internal stability, social concordance and progress has consolidated in the mind of Turkmen people.
